TTCL Network Rehabilitation Project

Description of Project:
Tanzania Telecommunications Company Limited (TTCL) entered into an agreement with a tender for the rehabilitation of existing External Line Plant and construction of new Distribution Points (DP’s) within Dar es Salaam capital region and also in Dodoma, Mwanza and Moshi in Tanzania. The project includes rebuilding of damaged and destroyed aerial and duct type outside plant as well as rehabilitation of distribution cabinets and distribution points (DP’s). New construction was also performed to add additional Distribution Points (DP’s) into the network to allow them to provide connectivity for additional customers. TTCL was responsible for provision of outside plant designs and planning, but most engineering and planning was done by SaskTel International field staff as the project progressed.

Because initial work actually accomplished more work than the BOQ indicated plus was completed ahead of schedule and under budget, TTCL extended the contract for an additional 3 months to complete additional line plant construction under the program.

Description of Services:
SaskTel International was awarded the contract by TTCL to rehabilitate existing external line plant networks in 4 communities which included the high end revenue district in the capital. Work was performed in Dar es Salaam in the business district, as well as the high end residential, embassy, high commission offices and more affluent areas of Dar es Salaam. Work was also performed in 3 smaller cities (Dodoma, Mwanza, and Moshi). SaskTel initially deployed 6 teams each consisting of one expatriate supervisor and three local technical staff. Most of the work performed was performed on a network in a “live state”, arranging for cutovers of existing customers and repair of damaged or non-functional circuits and restoring service as required. Three additional teams were deployed to perform external line plant planning, design and construction to serve new customers and extend the reach of the existing network as well as upgrade and increase capacity on some cable routes to handle the new demand forecasts.
