Description of Project:
The Telecom Infrastructure Corporation of the Philippines (Telic-Phil), a consortium of telecommunications providers in the Philippines, granted a joint consultancy contract to SaskTel International and Teleglobe Canada for the provision of expertise and assistance to design, construct, operate and maintain a fibre optics and microwave transmission telecommunications backbone network. The network was an integrated 2.5 Gbit/s SDH system comprising of three parts: a microwave system (14 hops); a land cable system (700 km); and a repeater submarine cable system (1300 km). SaskTel International provided Telic-Phil with the network design and produced and evaluated the international tender. Teleglobe Canada provided the table top design and undersea route survey portion.
Description of Services:
Besides the initial design and tender production and evaluation, SaskTel International was subsequently awarded a contract to provide project management services for all three components of the project. Based out of SaskTel International’s Manila Office, the Project Team prepared the master project plan, recruited staff, procured the services of contractors/subcontractors, reviewed and approved contractor invoices and progress payments and authorized payments on behalf of client, as well as provided inspection and acceptance services and the required documentation for network operations and maintenance. SaskTel International field staff provided project management services related to the installation, testing and commissioning of the network. The Telic-Phil Project was successfully completed in 1998 and was under budget and ahead of schedule.
